Membership Application Guidelines
For New Members
All prospective new members must complete and submit a membership application.
For Renewing Members
Current members renewing their membership will receive a link to pay their dues. A new application is not required unless you are changing membership categories (e.g., from Group to Individual).

Membership Categories
Membership is open to any individual who is professionally engaged and currently working (paid or volunteer) in the emergency management field in Santa Clara County, including local government, special districts, the private (nonprofit) sector, business and industry, public health, and higher education, or those who have retired after serving in the emergency management profession.
Applications are accepted for four levels of membership as follows:
Group Membership
Group Membership is open to any organization (public, private, or nonprofit sector) eligible for individual membership and with multiple employees working as Emergency Management practitioners (directors, deputy directors, specialists, planners, coordinators, etc.). Group members may serve on any committee. There is no limit to the number of people in a group membership. Organizations with Group Membership may cast one (1) single vote representing the organization.
Individual Membership
Individual Membership is open to emergency management practitioners – those currently employed and professionally engaged in the emergency management profession as an emergency program planner, coordinator, manager, specialist, or program director (or similar position). Individual members may serve on any committee, hold office, and cast one (1) single vote.
Associate Membership
Associate Membership is open to any student, volunteer, or other individual with a passion for emergency management. We encourage your involvement and welcome your interest and ideas. Associate members must meet the membership criteria established by the Membership Committee and participate on one or more SCC EMA committees. Associate members may not vote or hold office.
Emeritus Membership
Emeritus status and membership may be conferred upon those Association members who are past emergency management practitioners that have retired or were honorably discharged from an emergency management position. Emeritus members as retired participants do not pay membership dues. They may participate in committees, and retain the rights and privileges equal to Associate Members of the Association. Because Emeritus members do not represent an entity or organization (only themselves), Emeritus members may not vote or hold office.

Application Submission Instructions
- Download Application
- Include Required Documentation: Ensure all necessary supporting documents are attached.
- Submit Application: Send your completed application materials to the SCC EMA Board at [email protected].
- Membership applications are reviewed by the SCC EMA Board’s Membership Committee. A decision will be made within 60 days of submission.
- Membership becomes effective immediately upon Board approval.
- Once approved, the Board will notify the membership and provide payment instructions.
- New members have 30 days to submit their membership dues following approval.
- Membership rights, including voting privileges, are granted only after dues are paid.
- Do not submit payment with your application. Payment instructions will be sent after your application is accepted.
